  1. Overall responsibility for administrative, budget and planning activities of the agency.  Oversite of the operations and maintenance of the District, including 600 employees and nine departments of the third largest municipal wastewater treatment agency on the West Coast.  Set overall mission and primary objectives of the agency through consultation with staff, Board and community.  Assured that the agency was operating cost effectively, consistently in compliance with all regulatory mandates and achieving the objectives of the master plan.  Extraordinary relationships with business, environmental and regulatory communities.  Open management style.  Promoted environmental stewardship, shared leadership and business-like approach to decision making.  Reported to Board of Directors.

Major accomplishments included initiating construction on the largest water reclamation plant in the United States, establishing dry weather urban runoff diversions into the Sanitation District’s regional sewage treatment system to control beach pollution, initiating upgrades of wastewater treatment quality to protect the ocean and human health, and raising user rates to appropriate levels to fund the operating and capital project needs of this proactive public agency.

  1. In responsible charge of 600 employees and six departments of the third largest municipal wastewater treatment agency on the west coast.  Reports to Boards of Directors.  Oversaw the operation, budget and planning of the agency.  Set overall mission and primary objectives of the agency through consultation with staff, Board and community.  Saw to it that the agency was operating cost effectively, consistently in compliance with all regulatory mandates and achieving the objectives of the master plan.

Acting Director of Engineering

April 1994 to October 1994

 

  1. In responsible charge of 85 employees responsible for the planning, design and construction of wastewater conveyance, treatment and disposal facilities serving the domestic, commercial and industrial wastewater needs of 2 million people living and working in metropolitan Orange County, California.  Set objectives of construction program by consulting with other departments and by periodically re-evaluating the program objectives of the master plan.  As the chief engineer of the agency, reviewed, approved, and signed all final drawings.

1987 to April 1994

 

In responsible charge of 125 employees conducting the following:

 

  1. The District’s Air Quality Division which monitored the Districts’ activities to assure compliance with regulations established by the EPA, SCAQMD and the California Air Resources Board.  This division conducted research and special studies involving air quality control technology.

  2. The District’s Laboratory which provided analytical and technical support for the treatment plants, industrial source control program, environmental analysis and research projects.

  3. The District’s Source Control Division which permitted, monitored and controlled the discharge of industrial and commercial wastewater to the publicly owned sewer system.

  4. The District’s Compliance Division which oversaw the $2 million ocean monitoring program, conducted ocean research programs, oversaw the Districts’ miscellaneous environmental compliance programs and provides liaison with the California Regional Water Quality Control Board and the federal EPA.

  5. The District’s Conservation, Reclamation and Reuse Division which issued contracts, coordinated with other public and private entities and monitored environmental regulations relating to water reclamation, biosolids reuse and water conservation, and which was responsible for conducting the programs and planning for these areas in accordance with the Districts’ 30 Year Master Plan.    

  6. The District’s liaison activities with federal, state and local government agencies on legislative and regulatory issues and formation of new laws.

In responsible charge of 120 employees responsible for:

  1. The District’s Operations Division which operated two wastewater treatment plants with a total combined flow of 230 mgd employing advanced primary treatment, partial secondary treatment, anaerobic sludge digestion and a four-mile deep ocean outfall.

  2. The District’s Industrial Waste Division which regulated the discharge of industrial and commercial wastewater to the public sewer system.

  3. The District’s Laboratory which conducted analyses to support the treatment plants, industrial waste division and environmental monitoring.

  1. In responsible charge of the operational and training support services group for southern California clients that were municipal wastewater treatment agencies.  Represented these agencies in formal presentations of technical information to regulatory agencies.  Marketed services for the company.

1972 to 1978

 

  1. Performed a number of sanitary engineering responsibilities in three different departments.  Work included operations engineering at seven different wastewater treatment plants, the start-up of a tertiary treatment plant, project engineer for sewer sulfide control program, project engineer for trunkline and ocean monitoring and project engineer in regulatory reporting group.
